This tactic was used by the North Vietnamese in the Vietnam Conflict. Although they lost the battle 40,000 men VS 1,000 men loss ratio the fact that they could strike so close and dangerously completely destroyed the Americans' Moral.
Have small elements or even individuals flank around towards borders around the enemy strongholds, begin longballing your enemy and have them draw there attack teams out to the borders, don't have these decoys pull away from the fight, it's ok if the enemy gets good attack formations on you, you’re supposed to die. Once the enemy has left there stronghold to attack what appears to be your main attack force your actual team will come from the opposite side and massacre the city/fort from the unguarded side. If this is executed precisely and accurately enough than the enemy will not have enough time to react and will be not only at the mercy of having no fort but also likely to be swept up from behind by your strong attack force.
